Section 7. I thinkand I have asked the Senator and he agreed with my constructionis very clear to that effect. The point I make is this: Being as strong an opponent of foreign immigration into this country. I believe. as any Member of the Senate. having offered on several different occasions a bill to put up the bars absolutely for a period of years. to prevent any foreign immigration. at the same time I am not content to vote for any measure which. in my judgment. is not fair to the people of any other country. I can not see any justice in excluding a Chinaman from getting a job on a Swedish boat. and at the same time announcing to the world that we would approve the idea of a Frenchman getting a job on a boat of another country. It would seem to me to be a barrier which could not be justified. either in morals or in good faith between nations.
