Under the present immigration laws such alien could not legally enter the United States. and under this bill. as I understand it. the alien. whose status is that of a person recently excluded from the United States. would be subject to detention and deportation by the United States at the expense of the vessel bringing him to our ports. It would be the duty of the Government inspector when he discovered the alien to take him to a detention camp. as it would be his duty to remove a person who had a contagious disease or who was not admissible as an immigrant and hold him until he could be deported upon some other vessel than that upon which he came to the United States. and at the expense of the vessels that brought him to the United States. The Senator understands that for many years in the United States. whether morally right or otherwiseI shall not enter into the ethical questionthe American people decided that persons of certain oriental races should be excluded from the United States. and our immigration laws were enacted to secure that result. This bill is not intended to abrogate existing immigration laws. but. rather. to supplement them.
