It might mean one thing today and a different thing next week. Some consuls might give a different decision on one set of facts from another consul in a different place and circumstance. Many decisions were made that might have been inconsistent. Different standards were used by different consuls. Although put to a very difficult task the departments have so far acquitted themselves with much credit and have effected a tremendous reduction in immigration. The departments have been hard pressed in this task. They have been assuming a legislative function which is not rightfully theirs and which they do not desire.
