I call your attention particularly to the statement contained in the report on pages 4 and 5: While it Is true that immigration from Canada. Mexico. and Cuba was greatly reduced during the last fiscal year (and still further reduced during the past few months). it is apparent that the present economic situation assists United States consuls in applying the "likely to become a public charge " clause of the 1917 act. and when conditions change it will be Increasingly difficult to use that clause as a barrier. Now. what does the author mean by saying "that when conditions change it will be increasingly difficult to use that clause as a barrier "?
