Mr. President. was based upon the testimony of Coert du Bois. chief of the visa section of the Department of State. in the hearings before the Committee on Immigration and Naturalization of the House of Representatives in February. 1927. in which he states thatUnder the bill a Japanese ship may bring Japanese crews to American ports without the provisions of the bill being invoked against it. But a British ship from Hong Kong. a French ship from Saigon. or a Dutch ship from Batavia may not enter a Pacific coast port with Chinese in the crew without losing these sailors on arrival and paying the cost of their passage back to China or the port of shipment.
