Mr. President. a number of years ago a so-. called seamens deportation bill was introduced Into the Senate of the United States. Prior thereto there was offered to an immigration bill which was then under consideration in the House of Representatives the provisions contained in the bill to which I have just referred. I have forgotten for the moment whether the amendment tendered was ruled out on a point of order or whether it was considered that the subject was hardly germane to the measure then under consideration. Later the bill was offered in the Senate and referred to the Committee on Immigration. The distinguished Senator from California was chairman of the committee. After hearings. at which the proponents and opponents of the measure were heard. the bill was reported. as I recall unanimously. from the committee. and it passed this body.
