The undersigned the Secretary of State has the honor to lay before the President with a view to its transmission to the Senate to receive the advice and consent of that body to ratification. if his judgment approve thereof. a treaty between the United States of America and Norway. signed at Oslo on November 1. 1930. exempting from liability for militzry Lervice or any other act of allegiance during a temporary stay in the territory of the other party. all persons born in the territory of one party of parents who are nationals of the other party. and having the nationality of both parties under their laws. This treaty was negotiated in pursuance of the joint resoluticn of Congress. approved May 28. 1928. reading as follGVz: That the President be. and he is hereby. respectfully requested to endeavor as rcon as possible to negotiate treaties with the remajn :.g : ations with which we have no such agreement. providing that ercons born in the United States of foreign parentage. and naturalized American citizens. shall not be held liable for milltary rzrvic: or any other act of allegiance during a stay in the tcrritory sub.ect to the jurisdiction of any such nation while citizcns of tho United States of America under the laws thereof. in vlevi of the provisions of the existing naturalization treaty between the United States and Norway it was deemed unnecessary to enter into a new agreement concerning natives of either country who. after acquiring naturalization in the other. desire to visit their native. country.
