I am in hearty sympathy with what the Senator says. generally speaking. about immigration. I think it should be suspended. but I seriously doubt as to whether or not we should exclude Filipinos when at the same time we keep them under our dominion. I think we should give them their independence. which would solve that problem. and then put them in the same position as others. I do not. however. like to see us adopt the policy of saying to these people. "We are going to govern you. and at the same time we are not going to let.you come into the mainland." any more than we put a tariff on them. It seems to me we can not very well do that in good conscience.
