Let me first answer the question of the gentleman from Louisiana. As I stated. the bill. as first proposed. provided that this service should be established in the Coast Guard. and this aroused at once. and naturally so. very intense opposition on the part of the men in the Immigration and Customs Services and their friends. and upon that bill there appeared a representative of the labor organizations at the close of one days hearing. who entered an objection to the bill. I asked him if -he would not come bAck that we might have a chance to ask him questions -that we might know precisely the nature of his objection. but he did not return at the next meeting. I am not in any sense criticizing his not returning. but my belief is that the principal reason which led to the opposition was the fear. and the natural one. that these men now in the Immigration aid Customs ServIces would lose their positions if we adopted the bill in its original form.
