The Department of Agriculture maintains a number of men. a somewhat mobile force. to move from place to place as occasion arises. for the enforcement of the quarantine laws of the country. That also may be said for the Public Health Service. But. as I have said. the two principal services are the Immigration Service and the Customs Service. For a number of years all of those interested in this and other patrol services have felt the need of unifying the patrol service. so that we may have under one centralized authority a patrol service to patrol the borders of the country. They have all recognized that there is an overlapping and duplication of work which should be avoided. both in the interest of economy and in the interest of efficiency.
