I think that some of these Confederates would roll over in their graves if they knew that this particular kind of legislation was linked with their names. Why is it that the Republican leader. Mr. TILSON. the Republican chairman of the Rules Committee. Mr. SNELL. and other majority leaders of this House refuse to grant a rule for the Box bill or the Harris bill or any other worthwhile restriction legislation? This legislhtion has passed the Senate and has been reported by the House Committee on Immigration. but the Republican leaders apparently are determined not to permit passage. but they are favoring this special bill of
