Mr. Speaker. reserving the right to object. this bill is too broad. I believe it would permit the naturalization of an alien who has spent little or no time in the United States. If such person returned to the United States and could show he was in the employ of the Governmentfor instance. as a messenger in one of our embassieshe could be naturalized. The second section is too broad. Section 1. which provides that if a resident leaves the United States and goes abroad on a scientific expedition he may return. but must establish that fact before he leaves the country.
