R. 11204 will do untold damage to them is enacted. I do not believe the bill should be thrown on the floor in its present condition. It seems it will be difficult to amend so that it does no damage. The border patrol and immigration service can be united wisely. but the bill should not repeal the splendid navigation laws now in force upon the Great Lakes and contiguous rivers. and on the Rio Grande River. I hope that the Rules Committee. in view of the above facts. will reconsider its action to have H. R. 11204 follow the urgent deficiency bill.
