Now you propose to give a pensionable status to the Coast Guard. regardless of whether the disabilities are incurred in war or in peace time. Today they are recipients of the benefits of the compensation service. If you pass this law the next step will inevitably be to extend it to the Lighthouse Service. the Immigration Service. and then to every eivilian employee.. I take this opportunity now to point out the inevitable trend that Congress is pursuing and will pursue when we pass this character of legislation. to include not only compensation pay. but pensionable status to all civilian classes in the Government.
