It seems to me most cruel to an American citizen to have it otherwise. This legislation has been before Congress for several years. It was brought to our attention by the ChineseAmerican Citizens Alliance. an organization composed of citizens of the United States of the Chinese race. I do not think that the Congress intended to exclude Chinese wives of American citizens when It passed the immigration act of May 26. 1924. but since the Supreme Court has decided that law does exclude them there is nothing to do but to cure the defect by legislation. This is the start.
