Session #71 · 1929–31

Speech #710193493

President. I merely wish to call to the attention of the Senate the fact that this is practically the same amendment which was submitted to the Senate by the Senator from Connecticut on April 21 last. The roll call appearing on page 7646 of the RECORD shows that the proposal to place immigration from Mexico only within the quota was defeated by a vote of 11 yeas and 56 nays. I am curious to see how the Senate votes this time on the same isue. At that time I was opposed to the adoption of the Bingham amendmient. Subsequently. on April 23. I sought to include imnyigration from Canada under the Western Hemisphere quota. but my amendment was defeated by a similar vote13 yeas and 44 nays. Apparently the Senate is now going to assume a very inconsistent attitude by singling out Mexico as the only country of the western world to which an immigration quota shall be applied.
