In addition to that. it is a matter of right. If 150.000 is fixed as the number of immigrants who can come into this country. and there are people in the various countries who are second. third. fourth. fifth on the preferred list and have made arrangements to come here in 6 months. 12 months. or 1 or 2 years. and have sold their property and prepared to do it. it is wrong Tor Congress. when it is a law of that kind and character. to modify it and change it and do an injustice to people who changed their condition on the faith of the Government. It seems to me there shouldbe no objection to the amendment offered by the Senator from Georgia.
