I do not desire to take up the time of the Senate. although the subject of this bill is one of the utmost importance to every Southwestern State. In speaking on the amendment. however. I wish to state as briefly as possible my general position on the bill. In every Southwestern State there are two schools of thought with regard to the restriction of southern immigration. There is. in the first place. the point of view of the large employer of labor. who. in our States. as elsewhere. Is in favor of as much cheap labor as he can import.
