CLEIK. The Senator from Wyoming. on page 2. after line 14. proposes to insert the following as a new section: SEC. 3. The Commissioner General of Immigration. with the approval of the Secretary of Labor. under such regulations as be. with the approval of the Secretary of Labor. may prescribe (including the requirement of bond with sufficient surety. or other guaranty. to insure that. at the expiration of the prescribed period or upon failure to maintain the status under which admitted. the alien will depart from the United States). may. during any year. admit temporarily as nonimmigrants. for periods of not more than eight months. otherwise admissible aliens from any country of the Western Hemisphere hereby made subject to the quota. who are unskilled laborers and who. If coming for permanent residence. would be chargeable to the quota of such country. to perform seasonal agricultural labor in the United States: Proided. That unskilled agricultural laborers unemployed are not available within a reasonable distance of the place where such labor is to be performed.
