So has Japan. but here are 12.000.000 people who have been our wards for 30 years. coming into our possession as an accident of war. and in a bill that relates to the regulation of foreign immigration it is proposed to take the Filipino and put him in the class of a foreigner by one amendment to this bill! What must be the feelings of those people? We have a governor out therea governor appointed by the President of the United States.
