I am not overlooking the agricultural interests of my State or of any other State in the West or Southwest in urging this matter. I do not wish to be misunderstood. If it shall be that seasonal labor is necessary and Congress shall provide for the supply. it is at hand right there at our door and we need not go 6.000 miles across the Pacific to get it. Therefore. I wish to emphasize that there is no present or future necessity for laborers from the Philippine Islands.
