I dare say there is no country in Europe which does not provide by law for an embargo upon inimigration whenever there is an oversupply of labor. It is perfectly within the right of any country to do that. I remember some years ago it was necessary for me to write some letters to Canadian immigration officials on behalf of some young men going up into Canada in the summer as tourists. They were turned back at the border because they had nothing to show that they did not intend to work in the harvest fields. There was a great deal of unemployment in Canada. and the Candian Government was taking steps to see to it that whatever work was available should go to Canadian citizens.
