It does not build a fence around the United States. as would the Senator from Alabama in his amendment. It says to all the world that is now subject to immigration to this country. "You are welcome into the United States at such times when there is provided in the natural circumstances room for your labor. and at such other times we are not asking you to come. we have nothing with which to invite you."
