President. I do not think this would show any feeling against the Mexican people. Everyone realizes that there is a problem connected with immigration from Mexico. Editorials which I have read from leading journals in South America say that they themselves. while sympathizing strongly with Mexico. realize that immigration frot that country presents a problem which needs to be faced. and that there could be no objection to our attempting to solve that problem. What they object to is. without their sending us any imluigrants at all. to have applied to them a quota contrary to what we did in 1924.
