With that explanation I wil rest except to say that it was hoped by the advocates of the nationalorigins theory that we would have some certain results following the taking effect of the law on July 1 last. Two things are very apparent: First. that they are not going to use all of their quota. and. second. as the Senator from Kansas said. they have such shifting processes over there an] such opportunities in their own dominion that protects them. Canada and Australia having been added. The Senator from Kansas well said that the shifting interests over there would give the United States the culls of the immigration from that country.
