Their first step has usually been to the Hawaiian Islands. I myself have seen in the harbor of Honolulu a shipload of Filipiinos arriving there to be employed as laborers on the sugar plantations. There is no immigration restriction against the Philippine Islands at the present time. Therefore it occurs to me that in the enactment of this legislation it is highly important to consider at one and the same time some form of restriction upon Filipino immigration. The Senator from California today introduced a bill relating to that subject. As I heard it read from the desk. it appears to me that it would accomplish the desired purpose.
