I do not believe that a vote of that kind is necessary at this moment. As I have stated. the actual number of laborers coming in from Mexico who would come under a quota is only at the rate of 1.600 during the present fiscal year. The quota proposed by the Senator from Georgia in his bill amounts to practically that number. The quota proposed by the bill favorably reported to the House of Representatives is 2.900. Certainly there will not be as many as 2.900 laborers who will enter the United States this year if the visa regulations are properly enforced.
