It is no longer a question of whether we are going to have a rigid restriction of immigration from Mexico and from the other coumitries of the Western Hemisphere. That is not the issue at all. The only question that is left open is. Are we going to maintain the restrictions that we now have in actual force and effect? The number of immigrants from Mexico has been so radically reduced by a firm application of the existing immigration law that the opportunity for the period of adjustment that the Senator from California has suggested has passed.
