I am not in favor of the bill as the Senate Committee on Immigration has reported it to the Senate. I will state to the Senator in all candor that this bill in its present form is not the kind of an immigration restriction measure that the Senate should pass. His bill. S. 51. was favorably reported by the Committee on Immigration without hearings. and presented to the Senate without a written report giving reasons for its enactment. In my judgment. the bill that has been recently reported to the House of Representatives. introduced by the chairman of the House Committee on Immigration. is a much better bill. a much fairer bill. one that can be more easily justified. That is a measure that I would favor in preference to the bill presented here.
