Barrows. a member of the Commonwealth Club. who. for nearly 20 years. has been professor of political science in the University of California. During four years of his professorship he served as president of that university. Furthermore. he is particularly well qualified to appraise the characteristics of the Filipino immigrant. because he spent 10 years in the Philippines. first as superintendent of schools in Manila. and later as director of education for all the Philippine Islands. At a meeting of the club in May. 1929. Doctor Barrows spoke as follows: Filipinos are an extremely ambitious people. curious. eager. and ready to make great sacrifices to better their condition and to advance their education.
