There seemed to be quite a feeling among the dele. gates that the parliamentary system was not progressively developing. that it was being somewhat arrested. and they cited. for example. the parliament in Italy and the parliament of Egypt. I participated in the debate and was quite familiar with It at that particular time. I did not expect to say anything about it this morning. But there was a good deal of feeling about ita good deal ofwell. when I say feeling I think that is sufficient. The question of immigration also was one subject that was participated in very largely and very animatedly by the delegation. especially from eastern Europe. Yugoslavia. Czechoslovakia. and that section.
