It has been shown that the only object such a bill can have is to act as a nieasure of spying upon the unoffensive alien who may be living among us. At least one of the objects of the bill will be to send a host of inspectors abroad throughout the land to question the legality of the original entry or right of a residence of 7.000.000 aliens here as soon as they have registered. Such. at least. has been the experience of this Government under the Chinese exclusion laws. where the fact that there were 100.000 Chinese in this country gave the inspectors the unlimited opportunity for oppression. blackmail. extortion. and other undesirable activities.
