Coast and Geodetic Survey. Steamboat Inspection Service. Patent Office. and Bureau of Mines. The Secretary of Labor is charged with the duty of fostering. promoting. and developing the welfare of wage earners in the United States and improving their conditions whenever and wherever possible. He has power to act. in his discretion. as mediator and appoint commissioners of conciliation in labor disputes. to collect and to publish statistics on conditions of labor throughout the United States. He also has supervision of the immigration of aliens and enforcement of the laws relating thereto. and the administration of the naturalization laws of Congress.
