I am right when I stated that this Department of Labor is struggling to make things go. The whole Immigration Service is in one lump sum. of $8.800.000. Since I have been in Congress I have seen it climb from $3.000.000. I have seen immigration drop from a net of 1.000.000 a year to a net of 300.000 a year. I have seen deportations increased from 3.000 a year to more than 12.000 a year. It has been worth the fight. I have tried to proceed today without criticizing the committee of 35 members. or any of the subcommittees.
