The gentleman knows that when we are granted independence the Philippine Islands would. ipso facto. be under the category of a foreign nation. Then. for purposes of immigration. we shall be placed on a quota basis. like the peoples of other foreign nations. There is pending before the House of Representatives a bill providing for the exclusion of citizens of the Philippine Islands from the United States. If that bill passes while we are under the American flag. it will be a great injustice. The remedy is to see that the AmericanPhilippine question be immediately brought up before the Congress for final solution.
