President. it Is true that economic conditions contribute to what is happening. It is equally true. as I said before. that the peculiar propensities of the Filipinos contribute as well to what is happening. and it is indubitably the fact that. recognizing what may transpire. and the rapid increase in the number of Filipinos in this country. the Congress should deal with the subject in some fashion so as to preclude the possibility of difficulties which might occur in the future. In the House of Representatives there is pending a bill. introduced by Representative WEcn. in the endeavor to prevent the immigration of Filipinos to this country. I do not know how far it has been considered by the House or what has been done in respect to it. but I heard the representative of organized labor recently before the Committee on Territories of the Senate. where the question of Filipino independence was pending. say that the great national organization of labor. the Federation of Labor. favored that bill. I think I state the fact accurately. and the members of the committee who were present during the progress of the taking of the testimony will bear me out.
