Much prejudice and bitterness of feeling has been engendered by those who seemed to see a discrimination of nationalities and races in this question. This line of argument was necessary and had no probative value whatever. I did not indulge in this kind of argment and do not now. Our country is great by reason of the contribution of immigration from all the countries. It was in no sense a question of which nationality was superior. It was simply a question of finding out how much of a quota each country should have considering the proportion of blood of that nationality in the total blood stream of the Nation.
