It is not proposed to adopt a radical reduction in the immigration quotas in relation to any country. except the Scandinavian countries. The only charge that has been lodged against these people is that they did not arrive in this country as early as some other nationality. I can not see the importance of this. but even at that. we are ignoring historical facts. The Scandinavian people discovered and made permanent settlement on an island off the American coast 500 years before Columbus discovered America. The settlement continued for three or four centuries. The island of Greenland was not true to its name. for it was cold and barren.
