The Senate seems to be divided here as between the immigration question and the reapportionment measure. I hope that no kind of arrangement will be entered into that will compel an adjournment over tomorrow without the Senate doing anything. Whatever we undertake. we ought to discuss connectedly. and it seems to me it would be hodgepodge for us to take up both questions. immigration and celisus. and discuss them both tomorrow indiscriminately. I think the Senator from Washington ought now to insist on proceeding with the conference report immediately. then take it up again for discussion. tomorrow. and if not completed then. vote on it on Thursday. but we can not very well have two questions pending and to be voted on the same day. In my judgment that would lead to confusion.
