Certainly there was no correspondence in the views of Governor Smith and the Senator from Arkansas . The Senator from Arkansas believed. I know. in the immigration law as It stands. including national origins. He is on his way back now from Arkansas to testify to that belief. making a special trip back here to arrive tomorrow to work for the nationalorigins clause as it stands. and yet Governor Smith. as far as we could make anything intelligible out of his declarations. was in favor of basing the quotas on the 1920 census. It was chaos. and no one could make sense out of it.
