But the methods of study have all been upon upon the quantity theory of inunigration more than upon selectivity of the immigration. It has only been in recent years that we have talked about the hope of some scientific selectivity. My objection to both provisions is that neither goes far enough. that there is opportunity for still greater limitation with benefit to the country. with all due respect to national origins. and that there is an opportunity to make a better immigration bill by a deeper study of the processes of selectivity and by the establishment of priorities which do not now exist in the law.
