For their own sakes the consuls will not do that. So I say people on the dole. if they had the initiative and energy to emigrate. could not find the steamer fare on which to come. and if they did come they would not get in. Mr. President. there is a certain significance in contrasting the proponents and the opponents of this resolution which we are now considering.
