No State shall make or enforce any lav which shall abridge the privileges or immunities of citizens of thi United States. nor shall any State deprive any person of life. liberty or property without due process of law. nor deny to any person withi its jurisdiction equal protection of the law. Is not the difference between a citizen and a noncitizen or ai alien made directly in that section?
