That was not in contemplation by the men who wrote the Constitution and those who wrote the fourteenth amendment. The rule of reason must be written into the statute. You lawyers know that in construing a law or a constitution. you must take into account the object and purpose the framers had in view. The terms "persons" and "numbers" were only Intended to refer to those who are parts of our national family. by birth or naturalization. and I maintain that only citizens of the Republic should be counted for the purpose of apportioning representation in Congress among the several States.
