The Assistant Secretary of Labor. Hon. Robe Carl White. and Commissioner General Hull. both testified before your Committee on Immigration and Naturalization in January. 1926. as I recall their testimony and as it is printed in the hearings. that up to January 3. 1921. the time when we passed the first percentage act. about 1.300.000 aliens had illegally entered the United States prior to June 3. 1921. That was an estimate made by them as the result of a hurried general survey. in which they used their own service. All who have come here since that time. in the eight years intervening. would have to be added to the 1.300.000 included in that estimate.
