The Senator thinks it has been. My recollection is the reverse. but it is immaterial what may be the recollection of the Senator or what may be mine. This is a bill providing for the registration of aliens. for the photographing of them. for the payment by them of a fee to the Commissioner General of Immigration. for the certificate with their photographs which they may receive. and the like. It has no place whatever upon it bill of this sort. and it would be most unfortunate to load down this bill with any such amendment. I trust it will not be agreed to.
