Of course Indians not taxed were not citizens of the country. and It was expressly directed that they should be excluded. Mr. President. it seems to me that at best this is a political provision of the Constitution. which is directory. and not mandatory. In other words. it must not be given an unreasonable interpretation. There is not the slightest doubt but that. under section 8 of Article I of the Constitution. giving Congress the right to establish a uniform rule of naturalization the Congress has plenary power over aliens. Does anybody dispute that? We have a right to exclude every alien from this country.
