Cuba. and Porto Rico. where the large capitalists own both their sugar centrals and the sugar lands. whereas in the Philippines the sugar centrals are owned by capitalists and cane is produced by small sugar planters from lands of their own. (b) because of the limited number of laborers available. for all tie laborers are Filipinos. and the immigration laws of the United States which are applicable to the Philippines do not permit the importation of cheap labor as it is done in other countries. (c) because of the shortage of capital on the part of sugar planters. (d) because of the land laws extant in accordance with congressional enactment. and (e) because of the difficulties of opening up uninhabited virgin lands. I would like to be permitted. Mr.
