I do not know. I am not sufficiently versed in those matters to be able to answer it. I know that they did apply before the Constitution. I know that they did apply after the passage of the first naturalization act. but I do not know that they applied in between. or that people who were resident in this country before the Constitution applied after the passage of that act. At any rate. I want to say this with regard to the fourteenth amendment: We do not know how many aliens were resident in the country at the time that amendment was adopted.
