I think. if the Senator pleases. that when the Constitution was adopted. and also again when the fourteenth amendment was adopted. we were anticipating a large influx of foreigners. and we provided in our naturalization laws the means by which they should become Americans if they so desired. I think they felt at that time that if they were to come the door was open to them. and. as shown in the arguments of these lawyers. there is no express direction in the Constitution which will prohibit the acceptance of the interpretation of those instruments. the Constitution and the amendment. tq which I now call the attention of the Senate and for which I now contend.
